Points Violation in December?

NASCAR announced last week that Rick Hendrick had been fined 25 owners points for the #60 car that he attempted to enter in Homestead for Kyle Busch. A car owner point deduction for a one-race deal? And not announced until the middle of December? Very strange all around. I'm guessing that there is more to this story that we'll never know about.
